The Telecommunications and Digital Government Regulatory Authority (TDRA) has launched the Digital Enablers Experts (DEE) programme to accelerate UAE PASS integration across government and private-sector systems. The initiative was announced on August 20, 2026, as a structured training pathway for technical teams.
The programme focuses on helping organisations understand integration requirements and apply them through practical training. Consequently, participating teams can move more efficiently from technical preparation to operational deployment.
Training Targets UAE PASS Integration
The DEE programme provides nine training modules based on the GovStack framework. These modules cover four stages of the UAE PASS integration journey: initiation, development, assessment and go-live.
Furthermore, the programme covers regulatory, technical and security requirements. Participants can therefore identify integration requirements, configure technical environments and conduct required testing before launch.
TDRA designed the programme around the actual UAE PASS integration process. As a result, the training connects each stage with procedures that technical teams encounter during implementation.
The programme uses self-paced and interactive learning. It also includes virtual laboratories and role-based content for different professional responsibilities. The target audience includes technical teams, service owners, solution providers and system integrators.

Strengthening UAE Digital Government
UAE PASS provides a unified national digital identity for secure access to government services. It also supports digital signatures and the legal recognition of digital transactions.
Therefore, wider UAE PASS integration can reduce repeated registration and authentication steps across digital services. TDRA says the DEE programme will help expand digital identity services across service journeys and enterprise systems.
The programme also addresses a practical challenge in digital transformation. Organisations need technical expertise to connect their systems securely and meet approved integration requirements. The DEE pathway aims to build those capabilities within participating teams.
TDRA already provides a formal process for organisations seeking UAE PASS integration. The process includes application submission, technical preparation and approval before the connection becomes operational.
Moreover, the authority’s UAE PASS platform outlines a broader onboarding journey. It includes training, use-case preparation, testing, evaluation and a final go-live request before TDRA approval.

The DEE programme is intended to shorten the path between understanding UAE PASS requirements and implementing them. Participants will gain practical skills for preparing systems and completing integration testing.
