In a landmark move to position Saudi Arabia as a global hub for artificial intelligence (AI) and semiconductor innovation, Qualcomm Technologies, Inc. and HUMAIN, the Kingdom’s national AI champion, have signed a Memorandum of Understanding (MoU) to jointly develop state-of-the-art AI data centers and hybrid AI services. The agreement, signed during the Saudi-US Investment Forum in Riyadh, reflects a shared vision to advance scalable cloud-to-edge infrastructure within Saudi Arabia and beyond.
Cloud-to-Edge Infrastructure to Enable Scalable AI Services
The partnership will harness Qualcomm Technologies’ cutting-edge Snapdragon® and Dragonwing® processors to power HUMAIN’s AI data centers with hybrid AI inferencing capabilities. These next-generation facilities will deliver efficient and scalable AI services to both government and enterprise customers, enabling real-time predictions and decisions across industries.
Under the MoU, Qualcomm Technologies will develop and supply high-performance, energy-efficient CPU and AI solutions to support HUMAIN’s infrastructure. A key aspect of the initiative includes the integration of HUMAIN’s Arabic large language models (ALLaM)—co-developed with SDAIA—with Qualcomm’s extensive ecosystem of edge devices, bridging AI capabilities from cloud to the edge.
“Our collaboration with Qualcomm will accelerate Saudi Arabia’s ambition to build the most powerful hybrid AI ecosystem in the region,” said Tareq Amin, CEO of HUMAIN. “This agreement is foundational to driving innovation, job creation, and sustainable economic impact.”
Empowering Saudi Arabia’s Semiconductor Ecosystem
Furthering its investment in the Kingdom, Qualcomm Technologies will collaborate with the Ministry of Communications and Information Technology (MCIT) to establish a Qualcomm Design Center. This state-of-the-art facility will nurture local engineering talent and support Saudi Arabia’s growing semiconductor ambitions, contributing directly to the Vision 2030 goals of economic diversification and technological self-reliance.
“We thank Qualcomm Technologies for deepening their partnership with the Kingdom,” said His Excellency Eng. Abdullah Alswaha, Minister of Communications and Information Technology. “This collaboration is a significant leap forward in strengthening Saudi Arabia’s leadership in edge-to-cloud AI infrastructure and intelligent computing.”
Cristiano Amon, President and CEO of Qualcomm Incorporated, added, “We are honoured to work with HUMAIN and the Ministry to launch a new era of hybrid AI and semiconductor development in Saudi Arabia. This is a pivotal step in realising Vision 2030 and shaping the future of global AI infrastructure.”
