SpaceX has announced plans to build Starbase Louisiana, a new Starship launch complex in southern Louisiana. The company plans to invest $100 billion in the project.
The 125,000-acre site will sit on Pecan Island in Vermilion Parish. Moreover, SpaceX expects construction to begin in 2027, with the first launch targeted for 2029.
The facility will become SpaceX’s fourth US launch site. However, it will become the company’s largest launch complex once fully developed. SpaceX says the site could support thousands of launches each year.
Starbase Louisiana Targets High-Frequency Starship Launches
SpaceX plans to develop five launch complexes at the Louisiana site. Each complex will contain two launch pads and a propellant farm.
Furthermore, the company plans to build propellant production facilities, power generation systems and vehicle-processing infrastructure. The site will also include deep-water shipping capabilities and residential housing. An airport could also form part of the development.
The location offers several advantages for SpaceX. For example, its Gulf Coast position provides access to open launch trajectories and water-based transportation. In addition, the site has access to natural gas needed for fuel and power operations.
The Louisiana complex will also support SpaceX’s broader Starship programme. The company wants Starship to become a rapidly reusable launch vehicle capable of flying at much higher frequencies.
SpaceX has also linked Starship to future orbital infrastructure. In particular, the company is pursuing plans for large satellite networks and orbital computing infrastructure. Starship’s heavy-lift capacity could support those ambitions if the vehicle achieves reliable reusability.
However, Starship still faces major technical milestones. The rocket remains in development, and SpaceX must demonstrate reliable orbital flights, recovery and rapid refurbishment before reaching sustained high launch rates.

Louisiana Expects Jobs and Economic Impact
The project could also reshape the regional economy. SpaceX expects to create more than 3,000 direct jobs over the next decade. Louisiana Economic Development estimates more than 8,100 additional indirect jobs.
The state says the direct positions will carry an average annual salary of $92,600. That figure stands 192% above the average wage in Vermilion Parish.
Furthermore, Louisiana has offered SpaceX a conditional incentives package. The package links support to capital investment, job creation, and a $25 million charitable contribution to the Community Foundation of Acadiana.
SpaceX will also make payments to Vermilion Parish under a Payment in lieu of Taxes agreement. The company will pay $25 million annually for 25 years, alongside a $20 million upfront payment. The agreement is expected to generate more than $820 million in direct local payments.
Louisiana Governor Jeff Landry said: “This project means more than just steel, technology, and capital. It represents jobs for our families. It represents momentum for our communities, and it represents protection for our coast.”
The project therefore combines aerospace development with regional economic policy. At the same time, Louisiana hopes to use the investment to build a stronger aerospace and advanced-manufacturing ecosystem.
Environmental Questions Remain
The planned facility will occupy a sensitive coastal environment. Pecan Island contains wetlands that support migratory birds and also provide natural protection against flooding. Consequently, environmental management will remain a major issue during development.
SpaceX says it will work with state and federal agencies on coastal restoration and environmental protection. The company also plans to address shoreline erosion around the development area.
Gwynne Shotwell, SpaceX President and COO, said: “The birds might fly away during a launch, but I guarantee they come back,” Shotwell said. “As soon as the rocket’s gone, the birds come back. It’s not like months later.”
Nevertheless, environmental groups and some residents have raised concerns about wildlife, wetlands and the effects of frequent launches. Therefore, SpaceX will need to balance its high-frequency launch ambitions with regulatory and environmental requirements.
The Louisiana site also expands SpaceX’s US launch footprint. The company already operates Starbase in Texas and launch facilities in Florida and California.
Ultimately, Starbase Louisiana represents a major bet on Starship’s future. If SpaceX achieves reliable reusability and high launch frequency, the new facility could become a central hub for lunar missions, satellite deployment and orbital computing.
For now, however, the project remains in its development phase. Construction is expected to start in 2027, while the first Louisiana Starship launch is targeted for 2029.
