The UAE plans to transform 50 percent of its government services, sectors, and operations into autonomous AI systems within two years. This move follows directives from the country’s leadership and signals a major shift in public service delivery.
Announcing the initiative, Sheikh Mohammed bin Rashid Al Maktoum said: “The UAE will shift 50 per cent of government services to autonomous AI within two years.” Furthermore, the plan introduces a new system designed to position the country as a global leader in adopting “agentic AI” models.
These advanced systems will independently execute tasks, manage processes, and support decision-making. As a result, the government expects improved efficiency, faster services, and real-time performance evaluation. In addition, officials will assess ministries and federal entities based on how effectively they adopt and implement AI tools.
Workforce Training and Phased Implementation
To support this transition, the government will train all federal employees in artificial intelligence. Consequently, the workforce will gain the skills needed to manage and lead this large-scale transformation. At the same time, a dedicated task force will oversee implementation and ensure progress stays on track.
Sheikh Mohammed said:” Today, AI models can monitor changes, provide analyses, offer recommendations, manage operations, and run an independent series of actions without human intervention… AI will be our government executive partner to support decisions, enhance services, boost the efficiency of operations, and even evaluate results and introduce improvements in real time.
Meanwhile, the rollout will follow a phased approach across ministries and entities. Each phase will include continuous performance assessments to refine systems and maximize impact. Additionally, the plan emphasizes reducing operational costs while increasing productivity and service quality.
Long-Term Vision and Policy Framework
This initiative builds on more than two decades of digital transformation, including earlier advances in eGovernment and integrated digital services. Over time, the country has introduced systems that support proactive, data-driven service delivery, which now pave the way for AI integration.
Moreover, the Cabinet has approved several policies to strengthen the ecosystem. These include unified service standards, digital records management, and secure data-sharing frameworks. Together, these measures aim to simplify procedures, enhance transparency, and improve customer experience.
Looking ahead, the transformation reflects rapid global technological progress. At the same time, leadership emphasized that people will remain central to government priorities, ensuring that innovation continues to improve quality of life while enabling future growth.
