Bahrain Secures Top Spot in GovTech Maturity Index Rankings

Bahrain has achieved a major milestone by ranking second regionally and 15th globally among 197 countries in the 2025 GovTech Maturity Index. As a result, the Kingdom has reinforced its position as a leader in digital government services. Moreover, the report placed Bahrain in Category A, which reflects a “very high digital maturity.”

Over time, the country has shown steady progress. In 2025, it recorded an overall maturity rate of 93.6%. By comparison, this figure stood at 51% in 2020 and later increased to 83% in 2022. Therefore, the latest results highlight sustained advancement rather than a single-year improvement.

Digital maturity and citizen engagement

According to an Information & eGovernment Authority statement, this year’s results reflect notable progress in strengthening eGovernment services and fostering innovation. In addition, Bahrain has focused on building an integrated digital system that supports long-term transformation.

The Kingdom also ranked fifth globally on the Digital Citizen Engagement Index, achieving a score of 98.3%. Consequently, this result underscores a strategy that places citizens at the center of digital initiatives. Furthermore, advanced interactive platforms have helped enhance transparency, measure satisfaction, and involve the public in decision-making.

Information & eGovernment Authority Chief Executive Mohammed Ali Al Qaed said this achievement confirms Bahrain’s advanced standing in eGovernance and digital transformation. “These initiatives have strengthened digital connectivity and integration among government operations in the Kingdom,” he said. “The positive results of these efforts align with the government’s aspirations to enhance the efficiency and quality of services provided to citizens and residents. They also align with the directives of the Ministerial Committee for Information and Communications Technology (MCICT), chaired by the Minister of Interior, His Excellency Gen. Shaikh Rashid bin Abdullah Al Khalifa, which aim to accelerate the pace of digital transformation, consolidate integration among government entities, and maximize the benefits of advanced technologies in support of Bahrain’s overall development.”

Performance across key indices

Bahrain recorded strong results across all major sub-indices in the report. For instance, it scored 95.8% on the Public Services Delivery Index, reflecting high efficiency in eServices. Similarly, the Kingdom achieved 93.2% on the GovTech Enablers Index, supported by a robust legislative and regulatory framework.

Meanwhile, the Core Government Systems Index score reached 87.1%. This result recognizes the strength of infrastructure and central systems supporting government operations. In addition, the report highlighted progress in simplifying communication and data exchange across government sectors.

Ongoing strategies in government technologies, green technologies, artificial intelligence, and digital innovation have further strengthened service quality. As a result, community engagement has expanded, public sector employees have gained advanced digital tools, and data infrastructure reliability has improved. These outcomes reflect coordinated efforts to support economic sustainability and long-term development goals.
