UAE Launches AI-Driven Government Performance System to Transform Public Sector Efficiency

His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, has launched the Proactive Government Performance System. This innovative system aims to transform government operations in alignment with the strategic objectives of the ‘We the UAE 2031’ vision. By integrating advanced AI tools, predictive analytics, and real-time data processing, the system is designed to translate vision into measurable impact.
Importantly, the system supports efficiency by optimising resources, enhancing service quality, and improving transparency. With the capacity to process over 150 million data points each month and generate more than 50,000 proactive insights annually, the initiative is expected to save over 250,000 working hours per year. It will also help achieve a projected 60% average improvement in government performance.
His Highness Sheikh Mohammed bin Rashid stated: “The Federal Government has launched a new performance measurement system that leverages artificial intelligence to enhance decision-making, strengthen oversight of strategic planning, and improve the ability to anticipate future challenges and opportunities.”
He further emphasised: “Our commitment to continuous improvement is unwavering. We strive for excellence and aspire for perfection, fully aware that continuous development is essential to progress.”
Built for Intelligent Decision-Making
Launched in the presence of several high-ranking officials, including His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum and His Excellency Mohammad Al Gergawi, the system represents a collaborative leap forward. It incorporates AI algorithms within a performance management framework, allowing real-time monitoring of goals and KPIs.
Through this intelligent structure, the system can measure outcomes 45 times more effectively than traditional models. Additionally, it increases self-management capacity across government entities by up to 90%. The initiative includes training for 200 employees in performance analysis, further boosting its long-term scalability and user base.
Crucially, it fosters a culture of innovation by benchmarking against global best practices. This encourages proactive engagement, sustainable results, and stronger community impact. Moreover, seamless data flow and secure integration mean decisions can be made swiftly and with greater accuracy.

With its interconnected design, the system ensures immediate data access, reducing the manual effort typically required for data entry and reporting. Consequently, this structure empowers leadership to act on insights without delay. Since 2008, the UAE’s performance management efforts have steadily evolved from the original Adaa System to Adaa 2.0 in 2013, then Adaa 3.0 in 2019. Today, with the launch of the Proactive Government Performance System, the UAE enters a new era of forward-looking, data-driven governance.
