Microsoft has acknowledged that its rapid AI expansion is making some environmental commitments harder to achieve. The admission comes as the company builds more data centers to support rising demand for AI services.
Noelle Walsh, Microsoft’s president of Cloud Operations and Innovation, addressed the issue in an internal memo to employees. Staff had raised concerns about data centers, including their power consumption, water use, carbon emissions and effects on nearby communities.
AI Expansion Raises Environmental Pressure
Microsoft’s AI ambitions require a major expansion of computing infrastructure. Consequently, the company faces growing pressure to balance that expansion with its environmental targets.
Microsoft aims to become carbon negative by 2030. It also targets water positivity and zero waste within the same timeframe.
However, Microsoft’s own sustainability data shows the challenge. Its 2025 report said total Scope 1, 2 and 3 emissions had increased 23.4% from its 2020 baseline. The company linked the rise partly to growth in AI and cloud services.
At the same time, Microsoft said energy use increased 168% from the 2020 baseline. Revenue grew 71% during that period. Therefore, the company argues that emissions growth has remained smaller than the growth in its overall energy consumption and business activity.
Microsoft Points to Data Center Efficiency
Nevertheless, Microsoft says it is changing how it designs and operates data centers. For example, newer facilities use direct-to-chip cooling and other systems designed to reduce resource consumption. Microsoft says direct-to-chip cooling can save more than 125 million liters of water annually at each facility.
Moreover, the company has contracted 34 gigawatts of renewable energy across 24 countries, according to its 2025 sustainability report. Microsoft says these agreements will expand access to carbon-free electricity as computing demand grows.
Its latest sustainability strategy also focuses on more efficient construction and operations. Microsoft says some new data center designs can reduce embodied carbon through hybrid timber-steel construction.
Balancing AI Growth With Climate Commitments
Walsh told employees that Microsoft must continue building infrastructure while addressing its environmental effects. She said data centers should be built “with discipline, transparency and a relentless focus on reducing impact and increasing benefits.”
Meanwhile, Microsoft faces pressure beyond its own workforce. Communities are increasingly questioning the electricity, water and infrastructure demands associated with large data center projects.
Therefore, Microsoft’s challenge now extends beyond technological scale. The company must show that its AI infrastructure can grow while keeping its 2030 environmental commitments within reach. Its latest sustainability report says Microsoft remains committed to those targets.
