
Dubai has made a significant leap in the IMD Smart City Index 2025, climbing eight positions to rank 4th globally. This achievement places the city at the top in the GCC, Arab world, and Asia. More importantly, it reflects Dubai’s focused strategy to enhance urban living through innovation, digital transformation, and resident-centric services.
Several performance indicators underscore this progress. Residents reported high satisfaction with online services, including medical bookings, digital ID processing, and internet speed. Moreover, public confidence in Dubai’s access to green spaces, cultural activities, and recycling services also received high marks.
This rise isn’t accidental, it mirrors Dubai’s consistent advancement across 16 of 20 technology indicators. Notably, the city improved in all four pillars of technology governance outlined by the IMD. As a result, Dubai continues to position itself as a global leader in smart infrastructure and future-ready city planning.
Mobility and AI: Key Pillars of Innovation
Dubai’s Roads and Transport Authority (RTA) played a pivotal role in this success. Through smart mobility solutions such as vehicle-sharing, smart parking, and bicycle rental apps, Dubai outperformed Zurich, Oslo, and Geneva. Additionally, RTA’s digital transformation roadmap features 82 ongoing projects worth AED 1.6 billion. These initiatives aim for 95% digital adoption and the integration of fintech-powered mobility.
Furthermore, Dubai has launched its Artificial Intelligence Strategy 2030, which includes 81 projects designed to support seamless transport, intelligent traffic systems, and predictive urban planning. AI and big data integration have already reduced traffic congestion by up to 25%, improving everyday life for residents.
A Resident-First Digital Future
Leaders across Dubai’s government stress that this recognition is more than a ranking, it’s a validation of the city’s resident-first vision. Officials from Dubai Police, Digital Dubai, and the Community Development Authority echoed their shared commitment to innovation, well-being, and digital excellence.
Dubai’s ongoing digital efforts align with its larger economic and social agenda. This includes the Dubai Quality of Life Strategy and the broader goal of being among the top three global cities for living and economic opportunity.
