Dubai Municipality has launched ‘Saeed,’ its first AI-powered virtual spokesperson, to strengthen digital communication and improve service delivery. Through this initiative, the municipality aims to provide information about services, projects, news, and public initiatives in a more interactive format.
Moreover, Saeed serves as the official digital communication interface across multiple platforms. The launch aligns with Dubai’s broader efforts to integrate artificial intelligence into government operations. At the same time, it supports the development of digital tools that make information more accessible and encourage greater public engagement.
Designed with Emirati identity features and official attire, Saeed reflects local culture while representing government communications. Additionally, the virtual spokesperson delivers content in Arabic and can also communicate in English, Urdu, and Chinese to reach a wider audience.
Multilingual Support and Verified Information
Dubai Municipality stated that Saeed relies on verified official data sources. Consequently, the system provides accurate and consistent information across all communication channels. The virtual spokesperson can appear in press briefings, official announcements, websites, social media platforms, awareness campaigns, and public events.
Furthermore, Saeed helps residents stay informed about municipal services, facilities, recreational spaces, and new initiatives. The system also supports customer engagement by providing timely updates and answering common questions related to public services.
Expanding Internal and Customer Service Functions
Beyond public communication, Saeed will assist with internal communication activities. For example, it can deliver employee updates, internal announcements, awareness messages, and simplified procedural guidance. In addition, the system will provide responses to frequently asked questions about municipal services.
The municipality also plans to integrate Saeed into ‘Hayakom’ customer service centers. As a result, customers will receive information and support through digital channels more efficiently.
Seyed Ismail Al Hashimi, Acting CEO of the Corporate Support Services Sector at Dubai Municipality, said that the project is part of ongoing efforts to develop digital communication systems using artificial intelligence technologies.
Al Hashimi added that the system is designed to improve communication efficiency and support consistent messaging across all channels.
Overall, Saeed functions as an integrated communication platform. Therefore, it supports structured information delivery while enhancing coordination across both internal and external communication processes.
