Dubai Municipality Launches ‘Eltizam’ Cleanliness App

Dubai Municipality has launched Eltizam, a smart digital application that empowers authorized government officials to track and document public cleanliness violations in real time. The initiative aims to improve enforcement of existing regulations while supporting Dubai’s ambition to remain among the cleanest cities in the world. This move also represents a significant step in the Municipality’s ongoing digital transformation, reflecting a broader vision of shared responsibility between authorities and the community for protecting urban aesthetics, public health, and environmental sustainability.

Through the app, authorized users can capture photographs of violations, automatically record their location, add notes, and log breaches according to Dubai Law No. (19) of 2024. The platform streamlines the reporting process and ensures faster action against cleanliness-related offenses.

Targeting a Range of Public Offenses

In its initial phase, Eltizam will address a wide range of behaviors that harm the city’s image. These include spitting in public areas, improper disposal of chewing gum, littering, dumping waste into the sea or on beaches, and draining vehicle wash water in non-designated areas. The app will also help monitor activities such as lighting fires or barbecuing in prohibited locations, posting unauthorized advertisements that deface public spaces, and neglecting to remove animal waste.

By targeting these behaviors, the initiative strengthens efforts to preserve the city’s cleanliness, enhance public spaces, and promote respect for environmental regulations.
