Dubai Municipality and IBM Advance Asset Management

Dubai Municipality has advanced its enterprise asset management transformation with IBM Maximo Application Suite 9.1. The platform creates a unified view of technical, financial, operational and geospatial information.

The implementation covers more than 350,000 municipal assets. Moreover, it connects asset data with enterprise systems, including ERP, CRM, GIS and IoT platforms.

As a result, municipal teams can access a consolidated source of asset information. The system also links asset locations, ownership, maintenance responsibilities and financial details.

Unified Platform for Municipal Assets

IBM Maximo now serves as Dubai Municipality’s central enterprise asset management platform. Therefore, it supports asset registration, data updates, inventory and warehouse management.

The platform also manages maintenance activities across more than five business areas. In addition, it supports inspections, asset retirement, disposal, investment planning and budget planning.

The system brings together operational and financial information. Consequently, teams can assess asset performance alongside lifecycle costs and investment requirements.

Dubai Municipality said the unified framework improves visibility across its public asset portfolio. It also helps teams identify where assets are located and which entities manage them.

The development builds on Dubai Municipality’s wider push toward integrated public asset management. Earlier in 2026, the municipality introduced an integrated facilities management model covering around 2,000 buildings and public facilities. That model included more than 246,000 assets and used IoT, predictive maintenance and real-time dashboards.

Data-Driven Maintenance and Planning

The IBM platform also strengthens the link between asset management and financial planning. Therefore, Dubai Municipality can use asset condition, performance and operational data to support investment decisions.

In addition, dashboards and performance indicators provide visibility into maintenance activities and operational requirements. This can help teams monitor asset performance and identify areas requiring attention.

Nasser Hamed BuShehab, CEO of the Planning and Governance Sector at Dubai Municipality, said the implementation strengthens asset governance across the lifecycle.

He also said the unified data environment provides a stronger foundation for maintenance, investment and planning decisions.

Meanwhile, IBM General Manager Shukri Eid said the project demonstrates how integrated asset data can support more proactive management. He linked the approach to resilient and reliable city services.

Foundation for AI and IoT

The transformation also creates a foundation for wider use of IoT, advanced analytics and artificial intelligence. These technologies could support stronger monitoring, forecasting and lifecycle decisions as the platform develops.

However, the current implementation focuses on establishing unified asset information and lifecycle processes. The broader roadmap aims to strengthen governance, standardise processes and improve visibility into lifecycle costs.

Dubai Municipality has therefore positioned asset management as a broader digital capability. At the same time, IBM Maximo connects municipal operations with financial and geospatial information.

The development reflects Dubai’s broader effort to leverage digital infrastructure to deliver more efficient public services. Consequently, the unified platform could support more data-driven maintenance, investment planning and asset management across the emirate.
