Dubai Future Foundation Launches AI Sandbox for Tech Firms

Dubai Museum of the Future AI Innovation Landmark

The Dubai Future Foundation (DFF) has launched an AI Sandbox to help technology companies move AI solutions from testing to commercial use. Announced on October 28, 2026, the initiative operates through Sandbox Dubai and aims to address regulatory and policy barriers that can delay deployment.

The programme brings together startups, small and medium-sized enterprises, established technology firms and government entities, including the Dubai Centre for Artificial Intelligence (DCAI). Through this collaboration, companies can test AI solutions in real-world settings while receiving technical, commercial and regulatory guidance.

The initiative also aims to help innovators understand how existing regulations apply to emerging technologies. Depending on the use case, participants may explore regulatory exemptions, subject to approval by the relevant authorities.

Addressing Regulatory Barriers to AI Adoption

Many AI developers face obstacles beyond building the technology itself. For example, unclear regulatory requirements, limited data access and uncertainty over existing policies can prevent companies from launching otherwise promising solutions.

According to research cited by the World Economic Forum, 74% of companies have not moved their AI initiatives beyond experimentation. Therefore, Dubai’s AI Sandbox seeks to connect innovators with regulators and help them identify practical routes to deployment.

The programme also gives regulators opportunities to assess emerging applications and identify potential risks. Meanwhile, evidence gathered during testing can help inform future policies and highlight where existing frameworks may need to evolve.

Eligible Companies and Priority Sectors

The AI Sandbox welcomes companies developing AI-native solutions across several industries. Priority areas include:

  • Education and healthcare

  • Transport and mobility

  • Logistics and tourism

  • Media and government services

Companies working in other industries, including retail, real estate and industrial technology, may also apply. In addition, developers of foundational AI models and hyperscaler technologies can participate if they face significant regulatory or policy barriers.

Applicants must have a solution at the minimum viable product (MVP) stage or beyond. Their technology should also demonstrate commercial readiness and have the potential to generate evidence that informs regulatory or policy development.

Applications Open Until December 18

Companies can apply through the official Sandbox Dubai website until December 18, 2026. However, submitting an application does not guarantee selection. The foundation will assess applications based on innovation, market readiness, the regulatory challenge and potential impact.

Selected companies may receive access to relevant testing environments, tailored regulatory engagement and support in understanding compliance requirements. If data access is an obstacle, Sandbox Dubai may also facilitate discussions with data owners, although access is not guaranteed.

The initiative builds on Dubai’s wider efforts to modernise regulation and strengthen its innovation ecosystem. It also supports the Dubai Economic Agenda D33, which seeks to double the emirate’s economy over the next decade.

Ultimately, the AI Sandbox aims to help companies bring useful AI applications to market with greater regulatory clarity. At the same time, it gives policymakers practical evidence to develop rules that keep pace with technological change.
