Scale AI and Presight have signed a memorandum of understanding (MoU) to advance AI evaluation, simulation, and governance for mission-critical systems. Announced on October 8, 2026, during the AI Everything event in Abu Dhabi, the agreement targets reliable agentic AI applications for government and enterprise customers.
The collaboration brings together Presight’s sovereign AI platforms and experience deploying intelligent systems at national scale with Scale AI’s expertise in AI evaluation and agent development. Together, the companies aim to improve the performance of AI systems in complex operational environments.
Under the agreement, both companies will explore opportunities to design, build, and refine AI solutions for the UAE and other mutually agreed markets. Successful projects could later become repeatable offerings for government organisations across the region.
Focus on Evaluation, Simulation and Critical Infrastructure
A central priority involves testing AI agents beyond development environments. The partners plan to use evaluation frameworks that continuously measure accuracy, reliability, and performance after deployment. Moreover, these frameworks will define acceptable errors and identify decisions that require human oversight.
The companies will also explore AI resilience solutions for essential sectors, including water, power, healthcare, and transportation. In addition, they plan to use simulation to recreate operational disruptions and emergency scenarios. This approach can help teams test AI decision-making before introducing systems into real-world environments.
For example, simulated scenarios could help organisations assess how AI agents respond to unexpected infrastructure failures. Consequently, operators could identify weaknesses, improve emergency planning, and strengthen system resilience before deployment. However, the MoU outlines areas for exploration rather than confirming completed projects or commercial launches.
Supporting Sovereign and Responsible AI in the UAE
Presight will contribute its local market knowledge, domain expertise, and national AI platforms. Meanwhile, Scale AI will bring agent development, evaluation frameworks, simulation capabilities, and expert data services. The partnership will also draw on Scale AI’s international network and experience working with governments across the Gulf.
Jules de Boinville, Head of EMEA at Scale AI, said reliable performance will define the next phase of AI adoption. He highlighted the need to verify AI systems as they take on more consequential tasks. Furthermore, he said the partnership could help develop applications that customers can trust in critical operations.
Dr Adel Al Sharji, Chief Operating Officer of Presight, said AI should deliver measurable outcomes within real-world systems. He also stressed the importance of preserving operational control and strengthening human decision-making. Therefore, the collaboration places governance and oversight alongside technical performance.
The agreement supports the UAE’s broader efforts to develop sovereign AI capabilities for government and critical infrastructure. Ultimately, its success will depend on whether the partners can translate evaluation methods and simulation tools into reliable systems.
