Saudi CASHIN, Syria Sign Digital Fuel Deal

Saudi officials discuss digital fuel

Saudi technology company CASHIN and Syria’s Ministry of Energy have signed a strategic partnership to develop a national digital platform for petroleum derivatives. The agreement was signed in Damascus under the supervision of Saudi Arabia’s Ministry of Energy.

The platform will connect operational and financial processes across Syria’s petroleum supply chain. It will cover production, transportation, storage, distribution, fuel stations and financial settlements.

For Saudi Arabia, the agreement also expands the regional use of Saudi-developed energy technology. Meanwhile, Syria is seeking to modernize its energy infrastructure and improve management across the petroleum sector.

CASHIN to Build National Fuel Platform

Under the agreement, CASHIN will develop and operate the digital platform with Syria’s Ministry of Energy. The system will bring different participants onto a unified digital framework.

Furthermore, the platform will connect regulatory and supervisory entities with fuel stations, transport companies and storage operators. It will also cover relevant manufacturing and storage activities before reaching final consumers.

The system will follow an end-to-end “field-to-bank” model. Therefore, it will connect physical petroleum operations with related financial flows across the supply chain.

The agreement aims to create a unified view of sector data. As a result, authorities and operators could gain better visibility across petroleum movements and financial transactions.

The platform is also expected to support planning and decision-making. In addition, it aims to strengthen oversight, transparency and operational efficiency across the petroleum derivatives market.

Saudi Technology Expands Into Regional Energy

The agreement reflects Saudi Arabia’s broader push to export technology and expertise into regional markets. In particular, CASHIN brings experience in digital systems for fuel station management.

Its technology includes tools for pump management, payments and inventory monitoring. As a result, the Syrian platform could integrate operational data with financial processes across the fuel network.

Artificial intelligence and automation will also form part of the technology transfer associated with the partnership. However, the available announcements do not specify which AI systems CASHIN will deploy in Syria.

The agreement therefore adds a technology component to growing Saudi-Syrian energy cooperation. Moreover, it gives Saudi technology providers an opportunity to support infrastructure modernization in a neighboring market.

For the wider GCC, the development highlights a growing regional focus on digitizing energy supply chains. Digital platforms can connect field operations, logistics, payments and regulatory oversight within a single data environment.

Deal Adds to Saudi-Syrian Energy Cooperation

The CASHIN agreement follows several recent energy initiatives between Saudi Arabia and Syria. In August, the two sides signed three power purchase agreements covering solar projects with a combined capacity of 760 megawatts.

Those projects also include battery energy storage systems with a combined capacity of 1,077 megawatt-hours. Saudi Electricity Project Development Co. and Siemens Energy are providing technical cooperation.

The latest agreements build on a July 2025 Saudi-Syrian memorandum covering oil and gas, petrochemicals, electricity, electrical interconnection and renewable energy.

Meanwhile, Syria has been seeking investment and technical partnerships to rebuild its energy infrastructure. Saudi companies have consequently become increasingly involved in projects covering petroleum, electricity and related services.

For Saudi Arabia, the CASHIN deal extends economic cooperation beyond traditional energy supplies. Instead, it combines petroleum-sector expertise with digital infrastructure, automation and data management.

The platform could therefore become an important digital layer for Syria’s petroleum market. However, authorities have not disclosed the agreement’s financial value or a specific timeline for development and launch.
