UAE Ministry Signs MoU with Dubai Science Park to Strengthen IP and Innovation

UAE Ministry signs MoU

The UAE Ministry of Economy and Tourism has signed a Memorandum of Understanding (MoU) with Dubai Science Park, part of TECOM Group, to enhance cooperation in intellectual property (IP) protection and patent registration. Consequently, companies operating within Dubai Science Park and other TECOM districts will gain legal and technical support.

The strategic partnership aligns with the Ministry’s ongoing efforts to foster synergies between public and private sector entities. By promoting innovation and creativity, it supports the UAE’s ambition to become a leading hub for IP rights protection. Moreover, this collaboration contributes to the growth of the nation’s knowledge economy.

Advancing Research, Development, and Commercialization

The MoU was signed by HE Dr. Abdulrahman Al Muaini, Assistant Undersecretary for the Intellectual Property Sector at the Ministry, and Marwan Abdulaziz Janahi, Senior Vice President of Dubai Science Park, Dubai Knowledge Park, and Dubai International Academic City.

HE Al Muaini emphasized that the agreement provides legal and technical support while accelerating the review and commercialization of patent applications locally and internationally. In doing so, the initiative enhances the economic value of national innovations.

Marwan Abdulaziz Janahi highlighted that IP protections are essential to fostering innovation. He added that the partnership will accelerate research and development, cultivate homegrown innovation, and bolster talent within TECOM ecosystems, in line with “We the UAE 2031,” Dubai Economic Agenda ‘D33,’ and Dubai Research and Development Program.

Supporting IP Literacy and Knowledge-Based Growth

Under the agreement, the Ministry and Dubai Science Park will conduct awareness campaigns, workshops, and training sessions to improve IP literacy. Additionally, they will assist innovators in protecting and commercializing inventions in local and international markets, promoting registered patents through relevant agencies.

The Ministry will provide technical and legal support to companies across TECOM districts, including fast-tracking patents, promoting local innovations, and connecting businesses to investment opportunities. This initiative strengthens the UAE’s goal of converting innovations into market-ready products while advancing a knowledge-driven economy.

Between January and July 2025, the Ministry recorded 1,221 patents, up from 466 during the same period last year. It also received 2,430 new patent applications, compared to 1,996 in 2024, reflecting growing awareness of IP protection as a key driver of economic growth.

Dubai Science Park hosts over 500 customers, including AstraZeneca, BeiGene, and Pfizer, alongside 6,500 professionals in life, energy, and environmental sciences. The district provides Grade-A offices, LEED-certified laboratories, and storage and logistics facilities. It is part of TECOM Group’s broader portfolio, which includes Dubai Internet City, Dubai Media City, Dubai Studio City, Dubai Production City, Dubai Knowledge Park, Dubai International Academic City, Dubai Design District (d3), and Dubai Industrial City.
