Qatar Unveils 2024 Digital Inclusion Index to Strengthen Equitable Access to Technology

The Ministry of Communications and Information Technology (MCIT) in Qatar has launched the 2024 Digital Inclusion Index, reinforcing the nation’s commitment to accessible and affordable digital services. This initiative aligns with the objectives of the Digital Agenda 2030 and Qatar National Vision 2030, focusing on creating an inclusive digital society.

The launch event, attended by Minister of Communications and Information Technology HE Mohammed bin Ali Al Mannai and other key officials, emphasized the index’s role in promoting digital equity. By addressing accessibility, affordability, and the impact of digital adoption, the report serves as a strategic roadmap for inclusive digital transformation.

Qatar has achieved notable global rankings in digital inclusion, securing the 2nd position regionally and 16th globally. Investments in 5G and 4G infrastructure have been instrumental in this success, alongside initiatives such as the “Better Connections” program and the “SafeSpace” platform, which have enhanced digital literacy among over 1.5 million migrant workers.

The Digital Inclusion Index is built on seven key pillars:

  • Digital Access
  • Affordability
  • Digital Skills & Competencies
  • Policies & Regulations
  • Public Perception of Technology
  • Adoption & Impact
  • Digital Content Development

Findings from the report indicate that 83% of Qatar’s population engages in basic digital activities, reflecting the nation’s progress in fostering digital trust. However, challenges remain in integrating advanced technologies such as AI and IoT, particularly for those with lower digital proficiency. To address this, Qatar plans a 10% increase in digital access, a 30% boost in digital literacy, and a 20% rise in digital trust.

Reem Al Mansoori, Assistant Undersecretary for Digital Industry Development at MCIT, emphasized the index’s role in shaping policies for digital equity and ensuring that all societal segments benefit from digital advancements. Similarly, Duha Al Buhendi, Director of Digital Society and Digital Competencies at MCIT, highlighted the report’s alignment with Qatar’s Digital Agenda 2030, focusing on expanding access and strengthening digital skills.

Looking ahead, Qatar aims to enhance its leadership in digital inclusion through continuous investment in infrastructure, education, and strategic partnerships, ensuring no one is left behind in the digital age.
