Abu Dhabi to Become the World's First Fully AI-Powered Government by 2027

The Abu Dhabi Government has unveiled its “Abu Dhabi Government Digital Strategy 2025-2027,” marking a groundbreaking transformation toward becoming the world’s first AI-native government.

Spearheaded by the Department of Government Enablement (DGE) in partnership with Abu Dhabi government entities, the initiative will allocate AED13 billion over three years to integrate artificial intelligence across all government systems and digital services.

The strategy aims to establish a robust digital infrastructure, achieving 100% adoption of sovereign cloud computing for government operations while automating and digitizing all processes. A unified digital enterprise resource planning (ERP) platform will enhance operational efficiency and streamline workflows.

Under the “AI for All” program, the government will prioritize upskilling Emirati citizens in AI applications and implement over 200 innovative AI-driven solutions across public services. These initiatives aim to position Abu Dhabi as a global leader in AI-powered governance, fostering sustainable development and enhancing public service delivery.

“The Abu Dhabi Government Digital Strategy reflects our leadership’s vision of creating an AI-native government, seamlessly integrating advanced technologies into our governance framework,” stated Ahmed Hisham Al Kuttab, Chairman of the DGE. “By leveraging AI, cloud computing, and data-driven insights, we aim to drive sustainable economic growth while enhancing operational efficiency and service delivery.”

Recent advancements, such as the TAMM 3.0 platform and the Abu Dhabi Program for Effortless Customer Experience, underscore the emirate’s commitment to adopting cutting-edge technologies. Additionally, partnerships with entities like the Mohamed bin Zayed University of Artificial Intelligence and G42 will contribute to upskilling, large language models, and AI infrastructure development.

The strategy is projected to contribute over AED24 billion to Abu Dhabi’s GDP by 2027 while creating more than 5,000 job opportunities aligned with Emiratisation efforts.

Through these initiatives, Abu Dhabi is solidifying its status as a global hub for digital governance and sustainable innovation, setting new benchmarks for integrating AI into public service.
